Is this a technological limitation or band-aid on how the SIM card works with legacy CDMA networks?

Or is it an intentional anti-feature intended to prevent customer of Sprint (and its MVNOs) from changing devices without trying to upsell them to new plans? I am particularly suspicious of this since I am grandfathered into a plan that Sprint no longer offers and seems to really want to push customers out of.

However… since Sprint now offers BYOD and no longer offers big subsidies on premium devices with 2-year contracts… I don't really see what advantage they have in making it a hassle to switch devices. I'm considering switching away from my grandfathered, subsidized plan — and away from Sprint entirely — just because of the hassle of activating a new device.
